Longitudinal closure of Consulta 1: the same access request, filed in September 2025 with all 106 municipalities of the province, observed until 31 August 2026. It distinguishes material response, timing, formal administrative resolution, the appeal path before the Transparency Council and subsequent outcome, without turning documentary absence into an automatic finding of non-compliance. Continues V1 and V2. Includes reports in Spanish and English, the closed dataset and a PTC-verifiable package.

What does it mean to verify an AI transparency signal? A pre-platform comparison of PTC/FRS and C2PA 2.4
Compares PTC/FRS and C2PA 2.4 at the point before a platform ingests the signal, across five dimensions: semantic disclosure, object correspondence and integrity, responsibility and attribution, identity and trust, and provenance continuity. It argues that “verification” is not a single property. The PDF itself is published with its PTC/FRS declaration as a reflexive instantiation: the correspondence with the exact bytes of the file can be reproduced, but authorship, identity and material truth are not established.

FRS-01 v0.3 — Technical Specification of the file-reference-sha256-v1 Profile for the Canal Transparency Protocol (PTC/CTP)
Binds a PTC declaration to the exact bytes of any file through its size and SHA-256 digest, without converting or interpreting it. This allows the PTC to be applied to PDF, ZIP, images, audio, video and other formats. It protects exact binary identity; it does not establish visual or semantic equivalence, nor certify authorship, legal validity or material truth. It does not modify R-01, PTC-F or ARCH.
PKG-02 v0.4 — Validator Package Format 2.0: Transport, Preservation and Reconstruction of a Verifiable Structure
Defines the interoperable ZIP format that groups the exact source file, its FRS-01 reference, the PTC declaration, derived copies and, optionally, public disclosure materials; it sets the authority of each artefact and how the whole is verified and reconstructed. The package is a transport container, not the protected cryptographic object.
DCL-03 v0.3 — Technical Specification of the disclosure-notice-v1 Profile: Verifiable Public Notice for AI-Generated or AI-Modified Content
Defines a verifiable public notice declaring AI intervention on an exact file protected by the PTC. The notice is composed with the FRS-01 reference into a single canonical object under a single PTC; its HTML, SVG or QR representations are presentational and are not independent cryptographic authorities.

The same code is published at validator.es and distributed on Zenodo for local execution; there is no longer a separate web and portable edition. Processing happens in the browser, with no account and without uploading the protected object. It implements R-01, PTC-F, ARCH, FRS-01, PKG-02 and DCL-03: exact-file mode, textual mode, Package Format 2.0 and optional public disclosure. It verifies technical integrity and cryptographic correspondence; it does not determine the material truth of a declaration or certify authorship or regulatory compliance.
